    FDV será observadora das Eleições 2022

    A Faculdade de Direito de Vitória (FDV) foi credenciada pelo Tribunal Superior Eleitoral (TSE) como instituição observadora apta a realizar missão de observação eleitoral nacional nas eleições de outubro de 2022. A FDV, juntamente com Universidade Estadual do Rio de Janeiro (UERJ) e Universidade de São Paulo (USP), foram as únicas instituições de ensino superior brasileiras consideradas aptas à missão.

    O diretor geral da FDV comemora o reconhecimento do TSE. “Fomos uma das três instituições de ensino credenciadas no país, o que mostra que atendemos a todos os parâmetros técnicos e éticos para executar essa missão de tamanha responsabilidade. Estamos orgulhosos, mas também conscientes do nosso papel”, afirma Antonio Abikair.

    O credenciamento de instituições brasileiras é uma iniciativa inédita do TSE para as eleições deste ano, e visa dar ainda mais transparência ao processo eleitoral, seguindo as melhores práticas internacionais recomendadas pela Organização dos Estados Americanos (OEA). Até então, o TSE estava habituado a receber missões estrangeiras compostas por membros de organismos e instituições internacionais.

    “A proposta da missão tem por objeto o acompanhamento da gestão do processo eleitoral pelo Sistema de Justiça Eleitoral brasileiro, em seus vieses normativo, administrativo e jurisdicional”, explica o professor José Luis Bolzan, que estará à frente da missão na FDV.

    A Portaria nº 651 do TSE, com as instituições aptas a Missão de Observação Eleitoral (MOE), foi divulgada no dia 18 de julho de 2022, pelo presidente do Tribunal Superior Eleitoral, ministro Luiz Edson Fachin. A FDV foi inscrita por meio do seu Programa de Mestrado e Doutorado (PPGD).

    “Nossa missão como observadores do processo eleitoral será acompanhar e analisar todas as etapas envolvidas com vistas a possibilitar um trâmite que atenda aos ditames da transparência, a lisura, a segurança e a integridade da democracia representativa brasileira. O projeto da FDV foi escolhido pelos seus qualificadores técnicos científicos. Nossa missão será pautada em pesquisas científicas e critérios que preservam o caráter de independência da ciência. Para nós é uma grande honra poder contribuir com uma etapa tão importante do processo democrático do nosso país”, afirma prof. Elda Bussinguer, coordenadora do PPGD FDV.

    As atividades de observação poderão ser desempenhadas até o dia 19 de dezembro de 2022, data estabelecida pelo calendário eleitoral para a diplomação dos candidatos eleitos em outubro.
